The Table & the Deal

Setting up
Four players, four racks. All 152 tiles go face-down in the middle, the ocean, and everyone shuffles: the famous 'twittering of the sparrows.'
Each player builds a wall 19 tiles long and two high. Everyone rolls the dice, and the highest roll is East, the dealer, who breaks the wall and deals counter-clockwise.
