Flowers confuse new American players because in most other versions of mahjong they are bonus tiles set aside for points. In the American game they are working tiles that live inside hands. Here is how they actually function.
What flowers are
Eight tiles decorated with flowers or seasons. In American Mahjong they are all interchangeable: any flower counts as any other flower. They are not bonus tiles, not set aside, and not scored separately. They are simply a tile type, like a wind or a dragon, that certain card lines require.
How they appear on the card
The letter F on a card line means a flower. Two Fs together means a pair of flowers, three means a pung of flowers, and so on. Because all eight are interchangeable, a pung of flowers is any three flowers, which makes flower sets easier to complete than sets of a specific numbered tile.
Passing, calling, and jokers
Flowers can be passed in the Charleston like any other tile. A discarded flower can be called to complete a pung, kong, or quint of flowers, exposed like any other set. Jokers can stand in for flowers inside a pung or larger. And, as always, a pair of flowers must be two real flowers.
Why a single flower is worth holding
Beginners pass lone flowers early because they do not match anything on the rack. But so many card lines use flowers that a single one keeps a surprising number of hands alive, and since any flower matches any other, the odds of drawing a second are better than for any specific number. Treat a lone flower like a lone dragon: not a spine, but not a throwaway either, until your direction is set.
